As the recruitment industry prepares itself for waves of new legislation, intended to stregthen workers' rights, looking in the rear window provides an insight into just how the best intentions are useless if not accompanied by robust legislation and enforcement. The Fair Work Agency, designed to become a single agency overseeing and enforcing rights, will see a coach and horses being driven through their plans if they fail to close loopholes.
